Policy considerations regarding emergency use of backpay propsoals

It is against policy to say what the money is for in the proposal, but I figured so under the circumstances. I wish I would have gotten that information sooner and I could have made sure that we vote on it yesterday. But now the soonest we can vote is main session at beginning of contentious. Also we need to address the issues around the backpay loophole regarding income and loans.

If we vote on Wednesday, and follow policy, then the HR Board would get 24 hours to review and then I could send the funds on Thursday/Fri Cobalt after Main Session. Again I am not against backpay proposals I just think there needs to be better policies. If Thur/Fri cobalt is too late I feel like the best I could do would be an executive Emergency decision to send 25-50% of what the team approved immediately Wed/Thur Cobslt and then the rest after it is reviewed with no objections from the HR Board.

Realistically theough I wish that we were not even talking about this in terms of backpay. And I wish we were getting all the work done or at least 60-70% of the woek. Currently we are at 5-15% of the work getting done. Either way I am open to adding funeral and other emergency expenses to our benefits list along with education expenses. I think that our benifits could be improved but I really do want to see us get more work done some how.
